Pay Fixation for Existing Employees

For an employee in service on 30 June 2017, basic pay was fixed in BPS-2017 on a point-to-point basis, at the stage corresponding to the employee’s position above the minimum of BPS-2016. Personal Pay being drawn beyond the maximum of the scale on 30 June 2017 continued at the revised rates.

Pay Fixation on Promotion and Annual Increment

Where an employee had been promoted to a higher post or scale before the introduction of BPS-2017, pay was to be fixed so that it was not less than the amount that would have been admissible had the promotion taken place after the revised scales were introduced. Annual increment continued on 1 December each year, subject to existing conditions.

Ad-hoc Relief Allowance-2017 at 10%

The memorandum sanctioned ARA-2017 at 10% of running basic pay of BPS-2017 for Federal Government civil employees, civilians paid from Defence Estimates, contingent-paid staff and qualifying contract employees employed against civil posts in Basic Pay Scales on standard contract terms, effective from 1 July 2017.

ARA-2017 was subject to income tax, admissible during leave and LPR except extraordinary leave, excluded from pension/gratuity emoluments and House Rent recovery, not admissible during posting or deputation abroad, and admissible on repatriation at the amount that would have applied had the employee not been posted abroad. It was also admissible during suspension. For this allowance, Basic Pay included personal pay granted for increments beyond the maximum of the scale.

Treatment of Earlier Ad-hoc Allowances

The memorandum stated that Ad-hoc Allowance-2010 at 50% ceased from 1 July 2017. It also froze ARA-2016 at the level admissible on 30 June 2017. New entrants were allowed ARA-2016 at 10% of the minimum of the relevant BPS-2016 scale on a notional basis from 1 July 2017, frozen at that level.

Special Pay and Percentage-Based Allowances

Specified Special Pays, Special Allowances and allowances admissible as a percentage of pay (except those capped by a maximum amount) were frozen at their level of admissibility on 30 June 2017. The instruction included House Rent Allowance and the allowance or special allowance equal to one month’s basic pay and also referred to civil employees in BPS-1 to BPS-22 of the Judiciary.

Orderly Allowance for BPS-20 to BPS-22

The monthly Orderly Allowance for officers in BPS-20 to BPS-22 was increased from Rs.12,000 to Rs.14,000. The memorandum made this subject to furnishing a certificate that the officer was not using the services of any official employee at their residence.

Option Between BPS-2016 and BPS-2017

Departments were required to obtain a written option within 30 days from the date of issue, allowing an existing employee to continue under BPS-2016 or move to BPS-2017. The option was final. An employee who did not submit an option within the specified period was deemed to have opted for BPS-2017.
